Joe Eubanks - Advocate for Diversity, Equity, and Inclusion

Striving to cultivate social environments where all feel welcomed, Joe Eubanks serves as the chief equity officer of the Washington State Department of Veterans Affairs. Joe Eubanks’ responsibilities include encouraging a more inclusive culture and implementing Washinton state’s anti-racist initiative. He also maintains the agency’s Title VI (civil rights) strategy. In addition, he is the founder of the Fair and Impartial Foundation, which promotes harmony through training, consultation, and coaching.

Previously, Mr. Eubanks served as the executive director of climate, culture, diversity, and belonging at Wenatchee Valley College, where he assessed power dynamics that affect fair treatment. Before that, he addressed harassment of minority groups and health treatment disparities as the DEIB director at Community Health Care in Tacoma. In 2021, he managed a homeless shelter in Lawrence, Kansas. Mr. Eubanks has also completed several tours of duty as an HR specialist with the Mississippi Army National Guard and was a clerk for the Randall Segrest law firm in Mississippi.

Mr. Eubanks earned a BA in political science with a minor in military science at the University of Mississippi, where he was involved in the Black Student Union. He then moved to the University of Kansas to earn his master’s in diversity and inclusion. He volunteers for the National Association for Public Defense and has also supported the ACLU and Special Olympics of Kansas. In his spare time, he enjoys reading, running, and rooting for the New Orleans Saints and Pelicans.
